    Role Overview:
    As a Procurement Buyer, you will play a pivotal role within our partners Purchasing team, reporting directly to the Group Purchasing Manager. Collaborating closely with another UK-based Buyer and a dedicated Purchasing Assistant, you will drive their procurement strategy forward, ensuring efficiency and cost-effectiveness.

    Key Responsibilities:

    Macildowie are delighted to be working with a fantastic Local Authority in Derbyshire to appoint a Group Accountant to join their high-performing team.

    Following an internal restructure, a need has arisen for a confident, technically strong accountant to support the service directorates to provide a value-add financial support service.

    You will work with the Chief Accountant on the closure of the annual accounts and budgets while managing the council's capital programme and fixed assets, overseeing the insurance arrangements and VAT accounting.

    • Lead and motivate a team to provide a high quality service to officers across the council.
    • Deputise for the Chief Accountant when necessary.
    • Provide accountancy advice to directorates so that the finances are managed in line with council policy and procedure.
    • Prepare revenue estimates ensuring they are in line with Accountancy Standards, legislation and relevant codes of practice.
    • Provide monthly monitoring information and liaise with Heads of Service and Directors on budget variances so that action can be taken to resolve them efficiently and effectively.
    • Supervise and review all capital monitoring information, including writing of Capital Strategy and the capital monitoring section of the quarterly Budget and Performance report and to report on the month end position to the Chief Accountant.
    • Lead with the Chief Accountant on the closure of the final accounts and production of the Statement of Accounts ensuring compliance with all relevant Accounting Standards. Interpret new and/or amended Accounting Standards and update the Accounting Policies as necessary.
    • Manage the provision of effective Capital and Asset Management accounting and monitoring arrangements. Ensure that proper accounting arrangements have been made for the recording and reporting of Fixed Assets. Liaise with the council's external Valuers and Property and Estates to independently check and ensure all asset valuations are performed in line with Accountancy Standards, legislation and relevant codes of practice.
    • Responsible for completing and submitting all Capital returns to MHLUC.
    • Lead on insurance management ensuring that adequate insurance cover and claims management arrangements are in place.
    • Manage the VAT partial exemption calculation exercise, the review and submission of VAT returns. Manage any VAT claims with VAT consultants and HM Revenues and Customs (HMRC). Issue of guidance to ensure the council meets HMRC requirements for information.

    Although this role has focus towards Capital and Fixed-Asset management, there is existing expertise within the authority to ensure that, if you do not possess a large amount of knowledge in this area, you will be able to develop under the existing team.

    You will ideally have experience from working within local government and be either AAT qualified, part or fully qualified and have a commensurate level of experience. Alternatively, if you have experience of working within a technically-focused finance role, perhaps from an accountancy practice and are keen to step into local government, then we would welcome an application.

    Key Responsibilities:

    • Lead and manage the Procurement and Inventory team: including procurement officers and assistants, ensuring mastery of processes and tools, defining objectives, and fostering training and development.
    • Maximise product availability while optimising inventory turns and minimising dead stocks, in adherence to defined stock strategies.
    • Procurement & Inventory Management: Develop a deep understanding of their Demand Planning & Procurement Execution systems, translating procurement plans into actionable system parameters.
    • Monitor and improve supplier performance and track inbound transport costs versus the value of imported goods, ensuring seamless imports of goods from their diverse supplier base.
    • Inventory Planning & Visibility: Forecast future demand, provide visibility on inventory evolution, and propose countermeasures when issues arise.

    Reporting to the ambitious and forward-thinking Group Board, you will be responsible for the identification of new low-carbon, high-performance building products and business opportunities to deliver growth and develop the next generation of solutions for the building industry. As the Business Development Director, you will drive business growth in line with the group's ambitions in the rapidly evolving building products sector and develop this portfolio of new products and business activities.

    We are seeking a strategic and results orientated individual with previous related experience at board/senior level to establish a new operation focussed on the development of new products and manage all aspects of the business to include product development, sales and financial performance. The new Business Development Director will have the mandate to develop and execute a business strategy, foster a culture of collaboration and innovation, and drive operational excellence to deliver results in line with the commercial strategy and business goals agreed with the Group Board.

    Please note this is not a pure new sales role - it needs an individual with a successful background in managing new construction-product development and subsequent operational release to the market.

    Travel: this will be required as necessary across the UK as well as Europe (and potentially further afield) on a more ad hoc basis.     Background and Experience

    • The successful candidate would ideally have site experience, building engineering knowledge
    • Ideally with relevant higher/further level qualification in construction/engineering
    • Commercial business acumen and proven experience in delivering new products and solutions
    • Excellent people management and leadership skills, with the ability to inspire and motivate teams towards a common goal
    • Proven project management experience
    • Current working knowledge of construction operations and supply chain management
    • In-depth knowledge of modern methods of construction/engineering, hands on experience of off-site construction and modular construction is preferable
    • Proven ability to build and maintain strong relationships with customers, partners, and stakeholders in the construction industry
    • Detailed knowledge of house-building and construction regulations particularly pertaining to thermal, ventilation, M&E, heating & sustainability requirements would be advantageous
