    Macildowie are delighted to be supporting Oadby and Wigston Borough Council to appoint a new Chief Finance Officer (Section 151 Officer).

    Oadby and Wigston is an authority based in the south of Leicestershire, providing services and support to the local area and a population of around 57,000.

    As a key member of the senior leadership team, you will support the Chief Executive in overseeing the financial, strategic and corporate management of the authority. This role ensures effective financial stewardship, oversees service area management, leads on corporate transformation, and acts as the principal advisor on financial and resource matters in accordance with Section 151 of the Local Government Act 1972.

    Your key responsibilities will include, but are not limited to:

    Strategic Leadership and Management:

    • Collaborate with the Chief Executive as a member of the Senior Leadership Team to ensure alignment of financial strategies with the Council's objectives.
    • Provide strategic guidance and contribute to the effective and efficient management of the organization.
    • Deputize for the Chief Executive Officer and Corporate Director when required, demonstrating leadership and decision-making capabilities.

    Corporate Transformation and Efficiency:

    • Lead initiatives focused on corporate transformation, implementing changes aimed at enhancing organisational efficiency.
    • Drive innovation and change management strategies to improve service delivery and achieve Council objectives.

    Service Area Management and Policy Development:

    • Oversee and manage designated service areas, guiding the development of strategies and policies aligned with organisational goals.
    • Maintain awareness of evolving trends, best practices, and legislative changes within the specified service areas.

    Financial Oversight and Advisory Role:

    • Act as the principal advisor on financial and resource matters, ensuring compliance with Section 151 of the Local Government Act 1972.
    • Provide expert guidance and advice to senior management and council members on financial implications, risks, and opportunities.
    • To build strong and positive relationships with Elected Members providing the support, assistance and professional advice necessary to them in the performance of their functions, in the provision of services to the community.
    • To work closely with Elected Members to ensure that the Council's objectives are promoted and implemented through developing appropriate strategies, policies and plans and translating these into effective action.
    • To represent the Council in external relationships, locally, regionally, and nationally, promoting the economic, environmental, social issues and other priorities of the Borough.

    You will be a qualified accountant with proven experience in a senior financial management role within a local authority. You will possess an in-depth knowledge of financial regulations, statutory requirements, and best practices in local government finance. You may currently be operating as a Section 151 officer or alternatively be seeking the first move into a role at this level within a Borough Council.

    You will be an influential leader with outstanding communication, and interpersonal skills, with the ability to influence and engage stakeholders at all levels. You will also have experience in leading change, driving transformation, and delivering strategic objectives.

    • Process subscription payments and resolve queries/objections where necessary by contacting members using the appropriate media to ensure payments and/or funds are properly processed.

This role requires a candidate who can learn quickly and utilise different IT systems so being IT literate with experience of using Microsoft Office packages is vital.     Role Overview:

    As a Temporary Outbound Sales Advisor, you will play a key role in driving sales efforts by reaching out to potential customers, promoting services and produces, as well as booking appointments for BDM's.

    Key Responsibilities:

    • Make outbound calls to potential customers to introduce products and services
    • Build and maintain a strong understanding of our offerings to effectively communicate value to prospects.
    • Identify customer needs and tailor sales pitches to meet those needs.
    • Overcome objections and negotiate terms to close sales.
    • Achieve and exceed daily/weekly sales targets and KPIs.
    • Accurately record customer interactions and sales outcomes on the CRM system.
    • Provide excellent customer service throughout the sales process.
    • Collaborate with the sales team to share best practices and strategies for success.
    • Book appointments/demo's for BDM's

    Key Requirements:

    • Previous experience in outbound sales or telemarketing is required
    • Strong communication and interpersonal skills.
    • Persuasive and confident with the ability to handle objections.
    • Goal-oriented with a drive to meet and exceed targets.
    • Good organisational skills and attention to detail.
    • Ability to work independently and as part of a team.
    • Comfortable working in a fast-paced environment.
    • Basic computer skills and familiarity with CRM systems is a plus.
